Peacekeeper has Thick Skin feat for 25% damage reduction (150 effective HP). No other 120 HP warrior has this option.
Peacekeeper has the third highest light attack damage after Kensei (slow) and Nobushi (also slow).
Peacekeeper's normal heavy attacks deal more damage than Conqueror(except charged heavy) and Valkyrie's heavies. PK heavies also deal more damage than Kensei top, Warlord top, Warden side, Orochi side, Nobushi side, Lawbringer side and Berserker side.
Free light followups effectively make Peacekeeper's heavy attacks more damaging than everything but Shugoki's charged heavy and Berserker's top combo finisher.

Because they are adjusting her in the wrong way.
The pk is straight out op or average - depending on how and where you play her.
If you play her with a focus on dash attack anf deflect on pc, she is average. If you play her with focus on zone and light spam on console, she is not really beatable, if the pk has half a brain cell.
Her dash attacks were imvho, a bit overnerfed while her attack speed is game breaking on console. The upcoming Nerf will not fix the problem, because the heavy strike of the three attack combo can be canceled into a light attack.
But she is not the only broken or borderline broken hero on console.
