I called Ubisoft support this morning, and they told me that they are aware of the problem with the Steam version of the game. If you got the Season Pass via Uplay and you have got the extras that came with the Season Pass (such as the 800 credits, the patches, the minibus) then the Narco Road DLC should be working for you soon. They are working on a fix with the highest priority now, and Ubisoft Support told me to wait another few days for that.
A problem that has to do specifically with resellers like G2A is that you might have got an Asian version of the Season Pass. Due to law restrictions, it takes a few extra working days for a DLC to be available there. Ubisoft Support told me to wait 1-2 days to let the Asian version of Narco Road come available.
TL;DR either way, it takes a few more days for your DLC to come available.

Seems like we're screwed. I haven't heard anything from Ubisoft Support since the last time, and from other people's support tickets it seems that Ubisoft is not going to get us a fix because it is our fault we were not informed about the fact that you can't combine a Steam game with a Uplay Season Pass.

I've got another response on the case from Ubisoft Support.
In contrast to unlockable content (ULC), downloadable content (DLC) has to be bought on Steam if you have bought the main game on Steam.
In order to play the Narco Road DLC, you have to buy the Season Pass on Steam.
Because of the fact that you haven't bought the Season Pass directly via us, but via a grey market reseller, we cannot give you a Steam key.

Heres what Uplay support is telling me regarding steam game and uplay season pass.
Thank you for contacting Ubisoft Customer Support.
I have reviewed your account and it appears that you own the Season Pass on Uplay while owning the base game on Steam. As such you will not be able to install or play the Narco Road DLC as the Season Pass will only work on the same platform on the game (Both will need to be on either Steam or on Uplay).
In order to access Narco Road you will need to purchase a Steam version of the Season Pass.

Just talked to uplay support live chat and they stated I'm pretty much f***ed. They told me to refund the season pass and buy it on steam or refund the game on steam and buy it on uplay. I cant refund the game on steam considering their 2 hour policy and I have about 40 hours and I did not purchase the season pass from Uplay/Ubisoft store so they cant refund that. Beyond that they wont do anything.
Also before purchasing the uplay version of season pass I asked Uplay support if it would work with steam version of the game and the support stated "as long as you have to use uplay then youll be fine". The steam version of the game uses uplay to launch, without it it wont launch. All they told me regarding that was they're sorry for the misinformation and they cannot do anything about it and I should request refund on the uplay season pass and get steam season pass to play the DLC and ended the chat.
So unless you can get refund on uplay season pass we are all f***ed!
