I play nearly all Samurai characters, but Shugoki is my main, prestige 16 atm.
What should be improved:
Attack vs soldiers:
While there are characters more useful to kill soldiers, shugoki is not that much effective. His attack against soldiers is extremely slow. His area attack is quite difficult to control and it is heading the random directions unless cancelled in half. When not cancelled, it is stamina killer.
Improve revenge - Revenge mode degradation is a disaster
Since the revenge mode is useless thanks to last patch and no appropriate substitute was provided, I would suggest to have this option as a "yes have the revenge in a match" or "no - no revenge in a match" as part of configuration while the normal revenge stats would be like before, unless "no - no revenge in match" settings checked.
I also read the feedback from Roman below. I can assure Roman, that taking out one enemy of the group with such degraded revenge is impossible task. Running out of the fight with Shugoki is impossible task, and having team with issuess or full of failures is a part of challenge, revenge should bring balance to this, like the way it was before. Unless you want us to play only with clan mates, having all my team memembers prestige 15+ which would literally reduce the fails, but it would also mean that our enemies will soon leave and you play most of your games against BOTS.

You are not supposed to always be in revenge when surrounded by enemies, and if you are alone and surrounded, your team might have failed you, or you are just in the wrong place. Attack chains
While the "How to fight" claims that chains are faster than normal attacks, these chains are enormously slow and two options of chains are simply way too less against spam heroes.
Charge of Oni,
I saw people using this move as they see fit. I do not have any problem with that, on the contrary, when minority the community complains about this move, while they constantly spam guardbreak for any enviroment hazard, I laught at them. Instead of killing ability that can be easily avoided, number of hazards should be decreased, number of guardbreak spams should be decreased and at least, defensive or run away style punished.
Demons embrace
While i see one noobie complain about this move on forum due to lack of his/her skills, I must say that this move is extremely slow and not working properly as it should. It is way too easy to avoid this move, almost by hitting any key WASD I reckon that this move must be faster and grab should have much more range (look at Shugoki big hands!). Also I understood there is a bug. While the train videos claims that red hp = instant kill, it does not happen. Not always. I was in the situations when I had even less than one bar and landed demon embrace properly and yet, the enemy did not have even half of his hp down. Demons embrace is also strangely cancelled when enemy has been hit by guardbreak, or knocked down, or even when the path to enemy is (even slightly) blocked by your teammate. This should not happen.
Charged attack
It seems to me, that any charged attack is not reflecting stamina cost reduction. It literally drains loads of stamina when the enemy either avoids, or even is moved away by noob team mates. Accordingly to my research, even when you hit the enemy with Charged Attack, stamina drain is not decreased. I consider that as a bug as it makes stamina cost reduction useless.
Cancelled attack
While you are trying to fight some more advanced enemies with mind games, you will notice that cancelling your attacks with E still drains extreme amount of stamina and it appears to me that it is not reduced by "stamina cost reduction" and even without it, it should be much less stamina drained.
Headbutt
While other heroes can spam push or guard shoulder bash to knock you off, kick you out off a cliffs/hazards, head butt is not offering this option. It will only shoo enemy away, with minimum damage (or no damage at all seemslike) minimum stamina drain, minimum flash time and absolutely no option to continue with attack or throw enemy outa to hazard with headbutt. As named above, it should be much more powerful.
Execution: Sit on it
As every heavy character, (look at impale) should have the execution effect instant. I would understand if hp heal comes after few seconds, but sit on it execution should execute enemy instant like the impale.
