Stuck in a glitch. It won't let me pass it. Once I kill everyone a arrow is left in middle of the map at the mine.

If I fast travel to a camp it just resets the mission in the mine.
And after 5 times doing it over I have had enough.

I haven't had the OP's problem, but I've had one where after clearing out the miners' living area, the game doesn't redirect me to the mine unless I drive to/near it.

I saw similar, seemed to be confusing set up for that mission. However, I did find it funny that the dialogue indicates there's too many Cartel for the miners to get away from but in the mine there's like 6 bad guys wandering around, and the rebels even turn up to help. I was expecting a small army...

Same problem was brought up in reddit but no one said how they fixed it.

So I just did what was natural to fix it. Log Off! I logged off to the main screen then came back into the game. It fixed the glitch luckily and I was able to complete the mission.
