You are both right and wrong.
League of Legends does exact same thing for balancing; look at win %x and try to pull it to %50 for all champions.
The thing is they have ranking tiers, and they have data for each champion's win rate in each ranking tier. So for example Ryze had ok win rate at low elo, but high win rate at high elo. So they nerf the skill ceiling requiring benefits he has, and his noob version is still as good, but pro version nerfed.
Problem here is that average Joe's win rate and xXxW0rlDPR0xXxx win rate's are considered in same pool of data.

Yeah player performance in terms of win/loss, it will likely be more useful when they have ranked. They do need to look more at high level play though, they have far more matchups that fall out of their target 45-55% range than average Joe playing after work.Originally Posted by Mynban Go to original post

I like LoL style balancing, each champ has a difficulty tier of their own from the moment of their release; and champs with low skill ceiling are balanced to be %50 for both average joe and LCS players. Whereas high skill ceiling ones are balanced around diamond/challenger performance.
