One of the recurring themes my friends and I discuss as we travel to a mission and look around is how can anyone criticise the map for being bland and empty.
I think those (not all) that criticise, do so because of how the world interacts with them, as opposed to the level of design. I would suspect they are looking for more of an RPG element in the form of random events/tasks, with more NPC interaction. One of the more prominent complaints among critics has been repetition. Go here...shoot...go there...shoot.
Personally, I think the world is really really good and would be even better, if there were some additional random event types.
