I've noticed for awhile now that there are a bunch of colour palettes that can't be used, but the description says they are unlocked by reaching Reputation 0 Rank1. Any word on when these can be unlocked?

My suggestion is, that they are the color patterns for the myth outfits which you can buy for steel. They are usable when you buy them, so you could buy them at rank 1

But there are already colour palettes directly connected to Mythic Outfits. I shouldn't have to buy palettes that aren't already connected to a paywall that has its own palettes

It's a bug introduced in a patch. Ubi knows and will fix it eventually.
