Did you check the Uplay rewards? They are normally there and you need to claim them.

At least that is how it worked when I first bought the game and season pass.

I was wondering the same thing. But the confusing part is we already had it long ago when you first bought the season pass. The email just arrived late, and in my case, its 21 days ago (give or take 3 days) when I first bought the season pass.

The legacy pack only applies to vanguard heroes. Go check them out.
