To my knowledge, Orochi is the only character who can use a top heavy successfully after a GB. It is ridiculous that an Orochi can parry a light or heavy attack, get a guaranteed GB, and proceed with a guaranteed top heavy. That is too much punishment for one successful parry, and can usually end up taking 1/3 of even the biggest healthbars before any damage buffs have been applied.
Actually he is quite fast, especially with his top light as well. Berserker's top heavy can be blocked, can't say anything about Peacekeeper since she never does a top heavy after a GB. But the other classes all have top heavies that can be blocked after a guardbreak.
I seriously doubt that will destroy the class, especially since they have numerous opportunities to open up attacks, create combos from deflects, and counter just about any measure of attack thrown against them. Of course, no one ever uses those opportunities until much higher levels, but that isn't a problem with the class itself.
characters that i know that can pull off a top heavy attack: orochi(of course) kensei,PK,Conc,Nobushi,i think warlord,Valk,i think goki and thats it, and i don't know if this is true but i thought the warden and the berserker were the only ones what have increased damage, so all the the people that i listed with normal heavy attack speed get no additional buffs
The Orochi is one of the few heroes in this game that are perfectly balanced. He has various options to punish someones mistakes, but he is also easily countered when you know his moveset.
The Issue you're having is his parry, correct? well the only thing that's really guaranteed after parry, is his double top light. the guardbreak can only hit you when you are parried at a very close range. Now, if the Guardbreak hits you, he gets a free heavy. This heavy however, doesn't deal a ridiculous amount of damage, and besides, like someone else has allready mentioned, it's not the only guaranteed heavy after GB. There's no need to slow it down. Every hero gets some guaranteed damage when he hits you with GB or manages to parry one of your attacks. It is a part of the game, and if you ask me it is also a needed part. without the parry/GB mechanic, certain heroes would be completely unplayable. If your opponent constantly parries your attacks then try to change your approach.

He's not really out of line to be honest, most characters get 30-40 damage off a guard break.

On pc, the game is far more reactive, than on console. On console, you can not simply react to guard breaks in pvp games. You have to have you finger glued to the GB-button to be able to counter guard breaks.
Same with fast light attacks.
The orochis heavy however, (while fast) is ok.
