What they need to add is a new Rebel ability that makes all civilians in the area vacate ASAP, Like a bullhorn or siren or something.

I do do that, and it helps, but a lot of the times they just run and then cower a few feet away.

Great ideas I think @Ruar35! Absolutely right about how little things can make a huge difference. These suggestions all add to the freedom of choice but live with the consequences theme and deepen the authenticity too!

Good ideas! My only divergence would be leaving the Rebel Radio defense in along with freeing prisoners. Though it would have been nice to see the Rebel Radio Stations somewhere other than street side as a "drive through" for angry cartel gunmen! LOL!
