I don't agree, the design of the conq fit exactly his role.
His shield bash is actually punishable and most people that loose against conq just don't know how to play him. I'm quite sure that if you separate statistic between good and average player, conqueror has not so much success against good player where the warden is a far more versatile choice.
I play it since the beginning and I just regret that the conq is such a passive dude. Mostly you have to play defensive and if you want to attack it's mostly just by beginning by a shield bash.I would like to be able to feint to a guard break and a more usable design of the total defense especially against quick light attack arrasment.
A quick top light attack would also be nice
How he is designed right know don't make him a heavy hitter but a very strong roomer. What he must stay.

An option is for them to give him another passive that makes him able to actually use his attacks besides his shield bash. As it stands, the reason people only use the shield bash is because it's much safer than using lights or heavies, both of which are easily parried and punished. He's a strong character, specifically against enemies who don't have dodge attacks (I main LB, so i've generally had a hard time against them and it usually becomes a poke fest).
I personally have no idea what they could give him, unless maybe hyper armor on his charged heavy (giving more incentive to use it) or more mixup potential with his charged heavy. I have a feeling that's what they built his character around, sort of like the warden's shoulder bash. However, you won't be able to guard break from it, otherwise it'd just be a worse vortex than warden (not as good, i don't mean a worse one).
