Unfortunately, it's not in the game. The only way to destroy the wired fences is to use a vehicle and run it over. Any explosive devices won't do, but I haven't tried grenade launcher. Lol I'm pretty sure everyone had said this to themselves. I'd even take the drone having a "cut" ability with a cooldown. I say that for the sake of "balance" but ya, any area with a chain link fence shouldn't have me circling it for an opening. Especially when there is such variety with bases. It wouldn't be "game breaking".

Another option would be to recon the area you plan to attack, maybe snipe off a few targets and then parachute in to a lightly guarded area and hope the guards haven't respawned. But I agree that wire cutters would make an excellent addition to the tools on hand to infiltrate a base and could be a point of detection should you miss taking out a patrolling guard or should it be noticed by a someone within view on a watchtower.
