I've played enough sandbox games to know that Saint's Row and GTA had the right idea with a garage to store and save vehicles. Even better if we can customize and upgrade them. Maybe in a future expansion, you can add a new territory (if you can't add a base in an existing district) with a base that has a hangar for storing and modifying ground vehicles. Maybe a helicopter pad for aircraft, too!

There is no need for garage or customisation !

I could understand wanting a garage if there was a limited supply of things but there is ample vehicles around in the game. Also, what ghost is going to pimp his ride? The idea is the blend in not stand out from the crowd.
