Civilian deaths are annoying but can also make the game have a "realistic" feel. Why not let the civilian deaths go unpunished in the lowest difficulty and then decrease as you go higher in difficulty? Maybe like this:
-Arcade mode, unlimited civilian kills
-Easy mode, 5 civilian kills
-Medium mode, 3 civilian kills
-Hard mode, 2 civilian kills
-Extreme mode, 1 civilian kill
I don't know if that was all of the difficulties or their exact names, but you get the idea. This would make arcade mode more of a "Just Cause" type of gameplay while keeping options open for the more hardcore players?
Just an idea, what do you guys think? Bad? Good? Maybe?

They need to improve the ai a bit first or give us a command to tell them to get to cover. (Or both!). The amount of times I've had rebels watch me plant c4 and then they just stand right next to it. Drives me crazy!
Or perhaps the more support you have from the civilian populace, the more resources you can find in the towns, or the more informants you can contact. Take the instances when you come across civilians being harassed by the Cartel/Unidad. Whenever you aid them you gain support points for that province. As you gain more, civilian informants and resources progressively appear randomly throughout the province instead of already being there by default. This also opens the door for more random events: Hostage rescues, town liberations, etc.
First they'd have to give incentive to do this. What they could do is set up the Intel points to only unlock 1 of the 3 chosen types of intel (Support, Supply, Weapon/Skill), that way players will want to help out the populace. I've noticed that whenever I find intel, our player makes a remark about one specific thing, be it a helicopter loaded with medical supplies, or a specific weapon cache. Yet it unlocks every location to the selected source of intel in the province. If this piece of intel is telling me about one specific helo, for example, why am I being given the location of everything else? With this set up, players will actively help the civilians to gain more support from the civilians, who will produce informants that will provide intel to locate their chosen piece of intel.
Agreed ive had this problem too put c4 on generators and gas tanks freed the rebels and they just stand around waiting to die in the blast also civies are doing my head in, we not supposed to hurt them yet they walk in the bloody road and you stop and they just stand there in front of the vehicleOriginally Posted by mythomaniac Go to original post
