Just checked my Uplay account and The Division Pack is there to claim.
Might be like the future soldier pack you need the game to get it free or it will cost you.
I have the the Division so it was there for me to claim.

Let us use the backpack and the rifle (that we can customize) separately from the rest of the outfit and I'd get it. Hell, let us have the Unidad costume's backpack seperately.

The Future Soldier pack did not require you to own GRFS. I have friends that never owned the game that were able to download it.
