I observed two rebels standing in the middle of the road near a recently fallen cartel submarine base (the 1 near large bridge). The rebels refused to move out of the way of an incoming NPC civilian in a truck. The driver keep pulling slowly forward in an attempt to get around the rebels, to no avail. He then just floored it...running them over!
They did not survive. 🤕

I run down Rebels and civvies all the time. They are so adept at getting in the way and I'm well and truly over trashing my vehicle in desperate attempts to avoid them, so I've embraced the concept of 'acceptable collateral damage'. The one that absolutely kills me is when you park up near rebels, they'll actually walk towards you and surround your vehicle. Had one stand on the hood of my truck yesterday. No idea why they do that, but less of them would get killed by me if they didn't.
It's worse when you are scoped in walking backwards across a road and they mow you down. The civies have no respect for driving. They do however try to avoid collisions. This is pretty funny to watch because they will literally drive off of the cliff in order to avoid crashing into you if you drive next to them on the road in Espiritu Santo.
