Today i'm gonna show you how broken is The LEGENDARY MODE in THE DIVISION.
I managed to make a short montage just to show you how many issues need to be fixed in this DIFFICULTY MODE.

First of all i think it's not normal that any NPC non bullet hit should down you instanly. And this is worst when you are near your teammates because if the NPC hits once and you all are closer than 1.5 meters you all will be downed instantly. Another major issue that i've discovered today is that you don't even need to be hit by an NPC to be downed instantly, is enough just to walk and touch him to be downed. In 1.6 the reviving time was increased from 3s to 5s and this is BROKEN if we look at the players squishiness.
Second major issue in LEGENDARY are the drops. Why LEGENDARY NPCS even drop PURPLE ITEMS, any mob on the map can drop purples and they are 10x easier to kill than a LEGENDARY one. I mean what is wrong with the developers? You can roam in open world and just kill any NPC and you will get a bunch of YELLOWS, GREENS and PURPLES. This LEGENDARY MODE supposed to be the hardest difficulty in the game but why it's not the most rewarding? Where is the players motivation in running LEGENDARY if the drops are the same as any drop from open world?
The third major issue that is breaking the LEGENDARY MODE are the EXOTIC CACHES. After 25-50 minutes of shooting and killing mobs you get one EXOTIC CACHE that in 90% of cases drops very bad items that you don't even need. And the most broken thing is that you can get only one EXOTIC CACHE every week. I mean why is so hard to give us an EXOTIC CACHE everytime we finish LEGENDARY? After all we play almost an hour of our life to finish this difficulty mode, why only once a week? And again i'm asking, where is the motivation in playing LEGENDARY if you give us only 1 EXOTIC CACHE / week? Why play it twice? Makes no sense.
Finally the 4th issue is the NPCS health, armor and accuracy. In this patch the armor from MODS was removed, the cap is around 33% if you have max base armor on all GEAR SET PIECES, the reviving time was increased from 3s to 5s, stamina scales realy bad after being nerfed from 30 health/point to 15 health/point and no gearscore increase or weapons damage buff to keep up with LEGENDARY in 1.6 .
On the other side the NPCS have tons of hp and armor. To kill a VETERAN NPC you can empty up to 2-3 mags of 60-70 bullets. This is so broken and ireal.
Now let's talk about NPCS accuracy...not about the fact that they can shoot thru walls, metal, cars or other material...i just wanna talk about the NPCS accuracy and i am almost sure that they have between 90% to 99% accuracy. They can hit you from every position, from impossible angles and sometimes thru covers. And now let me ask the devs...why don't you fix this and bring all this numbers to a realistic value if you give us only 1 EXOTIC CACHE /week?
In 1.6 all players are very squishy after removing the armor and reducing the stamina scaling with no gearscore increase, the reviving time was increased from 3s to 5s and the NPCS were buffed with accuracy, armor and 1 hit kill.
I don't know if it's just me or there are many more people that have this problem. I realy hope that a dev or someone from ubisoft or massive sees this my post or video and do something about this, because is not fun at all to play LEGENDARY with all this issues. Make LEGENDARY great as it should be, because let's face it, high DIFFICULTY should bring high REWARDS, not just a bad EXOTIC WEAPON / GEAR PIECE or PURPLE ITEMS.

You are accually serieus??? Running into a purple enemy and hope they drop with your firearms build? Not taking cover? You know they can smack you down and you still run into that like a rambo?
Someone drops down near you and you keep firing the NPC, instead of looking in your back what did drop your opponent? Sorry its really some big mistakes you made there.

You take cover, they run right past you.
You make them Bleed, no slowdown or stagger.
You shoot from distance, you have weapon damage drop off, they don't.
You use a Support Station, it get targeted by pinpoint grenades and you die.
... not to mention that I'm convinced that NPCs do a percentage damage against you and not an actual value. What I mean is I think shotgunnets do 60 to 70% of your HP damage regardless of your mitigation or health value. Ever since 1.3 Android the ridiculous damage that they would do against you, even with full 55% mitigation a shotgun would do 70% damage against you. the only problem i have had with legendary difficulty and also new incursion a lot of the time is the fact that the defib first aid and also life support med station doesnt revive people a lot of the times even when you revive them you get the circle constantly going around and wont let you revive them other than that i think it is actually just fine how it is maybe just remove the bleed effect from machine gunners and turrets besides those im fine with the difficulty
i also have to agree with freakie5 instead of playing smartly you are constantly running into an npc and expecting him not to hit you massive gave a warning before they dropped the legendary difficulty saying if you played survival and faced a hunter you would know what these npcs are going to be capable of doing and knowing that you should have played smartly instead of just trying to rush in and that was the reason you was being killed yes the npcs will 1 hit you when you get close so stay at a distance away from them or use a shield build that way they cant 1 hit you when you are close they just knock you back by hitting your shield otherwise it was your own fault you was going down and not the devs the difficulty is fine how it is
Legendary does need fixing in some areas. But you're really not helping yourself the way you're playing in that video.
I think the one hit melee kill is fine, when they rush you, it makes you panic because you know you're a goner if they get you. But their range with it needs reducing.
Their accuracy absolutely needs turning down. Especially their blind fire. Also their nade spam, needs turning down a bit too.
They need to fix the firing through walls and cover issues.
Their health and damage is fine. It's meant to be challenging, if you want it easier play challenge or hard.
And yes, purples have no place in legendary. 99% of loot that drops from abs or mission reward is instant trash any way. In legendary, loot dropped should have a much higher chance to roll with max rolls across the board and useless loot shouldn't be in the loot pool. Stuff like the magnum and double barrel shotgun. I'm sure massive have data on stuff that isn't used by anyone.
The NPC punch should not be capable of killing multiple players in one swing it's absurd. They do shoot through walls too much and accuracy is insane. I don't have a problem beating the missions but the game is too bugged to have checkpoints where they are, when **** just stops working without notice and you are sent all the way back for it is stupid and it's to the point where I can see why ppl quit, defibilator is a major part of this patch and thats an agenda YOU pushed at least make sure it works.
It's not broken. It's RNG. It's SO damn easy to have a Strong build right now. I would argue, too easy. There are 3 Legendary missions, 4 Incursions and 2 Weekly missions to acquire Exotic weapons/gear. Not to mention random drops from roaming bosses, missions and Feild/Survival/Last Stand caches. So there's plenty of ways to get them. The purples that drop - cool don't pick them up.
And it's your play style. Quit trying to face tank; stay with your group. With the exception of a few (namely the bosses) they are easy to take down. Use crowd control (flame/shock turrets, seeker mine w/air burst). And it helps to have someone highly invested into Firearms, to target Medics, Grenadiers, Snipers and Agents. Just be prepared to focus healing on them.
It's not hard or broken if you work as a team. Unless your skills glitch out, then your screwed.
