What happened to the number of enemies!?!

Just completed the silver mine killing Carl Bookhart in the bottom of the mine over in Montuyoc. I felt cheated out of the engagement. Was only about 4 guys and him total to defeat down at the end where he is located. In the open beta I remember fighting at least 20-25 enemies having about 10 at one time shooting at me and my friend needing to kill a few to just move up to another cover spot and advance a bit further, it was really fun. So, what happened to all the enemies!?! It did not feel rewarding just to run in there without really any opposition.

Probably glitched out. He didn't even come out and attack me on my game. I just went in and shot him once in the head. All of his dialogue started as i was flying away about a minute later

In my experiences, missions can play out very differently each time you play them. Contrary to popular belief, there's not always the same number of enemies or in the same positions. This applies to all locations. This is most evident when replaying missions multiple times. Especially the boss missions can play out differently each time.

I think it's a great way to keep every playthrough fresh.

I think it depends on time of day aswell. Different patrol schedules apply. During nighttime for example, bases can have enemies sleeping, sometimes they are eating lunch/dinner.

That's fine to have them in different locations randomly, but when a boss fight is only four enemies (not even one heavy) and the boss, that's a game inequality issue. Boss fights should have at least a couple waves of enemies, especially in a 5 skull area.

Just for my understanding, you also had no enemies (or very few) going from the entrance all the way to the place where Bookhart is? Because it's very easy to create some noise near the entrance and draw all the NPCs out. This will also leave you with only the boss at the end.
