Heya all!
I was thinking, if they add stamina damage to the block damage. lets say
If you do a heavy top attack that deals 40 dmg, but if the opponent blocks it, it should drain his stamina instead of HP.
That way it will force ppl to either try dodge and parry, and not keep defending forever.
But this will only work if Ubi change the exhaustion, so you can punish ppl for it.

Attacks already do quite a bit of chip damage, more so if their gear is specced for it, so letting people hammer your block is a losing proposition. Being exhausted also happens entirely too often, from attacking, being thrown or shoved, with this suggestion the game just becomes a situation where players will be even more constantly exhausted than they are now.
I agree with your point. But if they manage to balance the exhaustion level in a fair way, That means you will have to combine both attack and defend.
But again this is for stopping the turtle meta because this will force your oppoent to start attacking or dodge and not keep defending forever
And if they want, they can remove the gear stats, revenge injury gain, revenge gain in defense and replace them with stamina damage/stamina damage reduction. (IN A BALANCE WAY)
Also if i recall they dev wanted to punish ppl for not controling their exhaustion meter
