Everyone should remember that a tier list is only worth in a context, in that situation, the context is a skill bracket.
It is accepted by the community that at the highest level of play, the top tier goes as follows:
Warlord>Conqueror>Peacekeeper>>>>Warden/Shugoki>>>>>>>>>>everything else
Disregard this list at any other level.
For the record, as you seem to compare it to warden, note that warden's vortex can be beaten and punished by:
a good guess in the 50/50
some light attacks
side dodge attacks for the chars who have it (turning the 50/50 into a 33/33/33 on cancel>parry)
Conqueror shield bash is almost unpunishable. It does not give a free gb if dodged. It does not give a free light attack if dodged as you can go in full stance. It gives a free light only, which is not as good as wardens double side light, but it gives a free heavy into uninterruptible vortex if you are wall stunned.
