I had the same issues as most people missing the Bowman Briefing in Media Luna. To unlock the achievement I went into the cartel overview and checked the bosses to see if I was missing any more. On Ricky Sandoval I had 17/19. I went to P.N. De Agua Verde: Playa Tajibo location where there was one of his files I was missing (Didn't show I was missing any in Agua Verde on the map) Picked up the recording and the achievement popped. I hope this works for other people struggling.

Theres one missing in Media Luna, one missing in Inca Camina and one Sandoval file missing.


For anyone going for trophies, you still get them even though 3 files are missing. I just got platinum.
