Deleting previous feedback/request - I found my own solution.

FYI to anyone with microstuttering - I found that these settings fix it 100% and completely:

1- Turn off DSR in NVCP
2- Set a 'custom' resolution of 61hz (or 145hz if gsync) in NVCP
3- Set RTSS frame limiter to 60hz (or 144hz if gsync)
4- Launch game
5- Set refresh rate to 61hz (or 145) in-game
6- Enable Adaptive Sync in-game
7- Profit

KAPOW - no more microstutter.

Also, if you are overclocked and over-volted on your GPU, turn the voltage down. That will definitely exaggerate the microstutter. Yes you may lose 1-2 frames with a lower clock and have to reduce a setting or two in-game to get a locked 60 FPS again, but the annoying stutter despite a locked 60 FPS will be gone.
