So i've collected everything in Libertad but im not geting any major intel for the mission am i the only one with this problem?

Yeah, it's the same for me in Mojocoyo. I believe they added this to their list of known issues. A lot of people are missing Major Intel in various parts of the map. They'll probably tell you to try verifying your files or clearing your cache. Neither has worked for me.
