Yes I have the perk where the suppressor no longer reduces damage, this is something different.
HTI sniper without a suppressor and maximum vehicle damage skill will one hit kill any vehicle.
If you go into your loadout menu and equip the suppressor on a HTI sniper, you will not one hit kill vehicles.
If however you have your HTI without a suppressor and scope in and press 'F' to apply the suppressor you will be able to silently one hit kill any vehicle.
TL;DR
HTI Sniper > Loadout > Select Suppressor = No one hit vehicle kills
HTI Sniper > Scope in > F > Suppressor = One hit kill vehicles.

I tried your suggestion and it's still glitched. Still takes 9+ shots to down a Unidad chopper when it used to take 1-2. The game is currently unplayable. LV30 all skills and medals with the HTI.
