The default "unlocked" colors (e.g. "Storm") are shown as locked in the Heroes customization screen, even on Heroes that are at Reputation 1 and above.

Edit: I now see that there is another thread for this issue on the PC client as well. Sorry if this constitutes a double post, but it does confirm the issue exists on PS4 as well.
