Skipping the tediousness of running around and getting the weapons and attachments I use most often and not having to start from scratch with no skills or rebel supports. i'm a bit on the fence here on this one,i'm a big fan of new game+ and was hugely disappointed with the way witcher 3 handled it.
but with wildlands,on the one hand as others have said you can replay story missions any time and enemies respawn in towns and villages anyway.but on the other you would be able to collect intel and the rebel support upgrade missions as well as redoing story missions.

You can change difficulty whenever you want. Even during battle or when playing co-op.
I think because less people would buy the xp boosts and weapon and accessory packs if you could just replay the game with all your unlocked gear and skills, besides since you can replay any mission, and since the story is as bland as a 3 month old rice cake I don't see why you would need that feature.
