Problem only occurs when I'm prone, and aiming in first person.
So that got me to thinking if this outfit is nothing more than a model copy-paste-tweak from the original Future Soldier into Wildlands?
Also, having the outfit deliver with the gear patch, but costumes not being able to put on gear patches just seemed kind of counter-intuitive.
Have not seen a similar post on the forums so I hope the devs are actually aware of this, and maybe, just maybe, make costumes mix and matchable?

I'm having the same issue with this outfit. It usually happens when crouching or prone. I guess the bug should always occur but sometimes it's fine. I asked from other people and they don't have this bug (yet). I'm using a female ghost, don't know if it happens on the male model though.

Even though it's not in the patch notes, it seems to be fixed with the patch released today.
