If they are in "alert" status/mode then even a head shot with the G28 will not take down a heavy Unidad soldier. And the G28 does less damage than the MSR, according to the stats anyway.

It's personal taste. If they are unalerted then the G28 is helpful due to fast follow up shots being able to take a small group out quickly before becoming that "alert" status. Otherwise MSR is pretty nice, IMHO.

The SR-25 is better than the G28. It shoots slower, but it will one shot enemies the G28 won't. The MSR is the best anti-personal rifle. It has up to 10 rounds and will one shot all enemies. And the HTI is the best anti-everything rifle. With the right perks it will one shot helicopters, being a .50 BMG verse the .338 Lapua Magnum round the MSR uses.
