After reading that the "Mission" The Peruvian Connection can be found in the Inca Camina province I went there.
Finished the whole province and never came across a mission called 'The Peruvian Connection'.
Was the whole province with all 5 missions 'The Peruvian Connection'?

So basically those who didn't pre-order don't get to play that whole province?

Or is there a hidden mission somewhere?

It's pretty cool if it is the whole province. I was just expecting one mission =D

Thanks for clearing this up. The information about what the pre-order bonus missions are is very vague.
I thought the that province was also part of what everyone else gets.

So if someone didn't pre-order I'm assuming they miss out on this whole province?

It was vague indeed, and because of that a lot of people assumed it was a single mission so they didn't pre-order for it, but it turned out to be 5 missions with a cartel buchon of its own. The province is part of the game for everyone, but for people who didn't pre-order there's not the main story missions or the rewards or the buchon. It's basically an empty province with maybe some side missions and some legends (Kingslayer files), perks and weapons=//=attachments.

I did discover however, someone with the pre-order missions can replay them during co-op and other players without it can accompany them, so it'll be like they have the pre-order bonus. However they won't be able to complete the missions, at the end of each one the objective box stays blank and the mission doesn't complete for them thus they don't get any rewards such as the buchon's sniper rifle 'Chica Mala' but they can however experience the story part of the missions.
