The outfit your character wears doesn't matter. As long you observe the fundamentals of good soldiering, you will gain the upper hand in any engagement.
An outfit that gives a player additional bonuses to stealth, does not make him a better soldier.
Once again I'll say why I'm glad there's no camo index on clothing, because now I don't have to see every person in co-op running around dressed as bush wookies just for more camo. I don't have a problem with ghillie's but when you just see everyone using them looking like clones.. I might as well go play ARMA 3 if that's what I wanted to see..
The stealth camo index (for outfits) could be implemented in the MGS series because the story campaign is solo player only. They even throw in cardboard boxes with pretty ladies cos' that is how the guards work in Hideo Kojima's world.
For GRW's story missions co-op play, player character customization becomes the highest priority. To keep things simple, the player is not penalized for wearing a favourite outfit that does not match with the surroundings. And that is one less thing for the player to worry about, considering that the player could freely explore different types of environments in one sitting. It is a necessary concession to meet players' expectations to showcase one's individuality, while working in a team based activity.
Perhaps the stealth camo index could be implemented in a Splinter Cell game, this would free it from the shackles of shooting the light bulbs gameplay mechanic and help to make it truly open world with a full day-night cycle.
Am I the only one that feels as if the Camo actually does work? I've literally been 30-40 metres from an enemy hiding in a bush with him staring at me with nothing happening and obviously when I moved from the bush he saw me. I've also had another scenario with sniping from only 250 metres away hiding in the trees where i've completely missed so I stayed still while they searched for me and they couldn't find me. So I personally think it does help in some situations but not in all.

You really want to have to change all your clothes every time you change environments? Sometimes there isn't a single outfit that would work in a given situation, so what then? That kind of complexity would be extremely difficult to program into an AI. It might come more into play with pvp, but that deals with real people seeing with their eyes, which are fallible. That is exactly why we developed camo, to trick people's eyes.
