Cooldown is not a good idea no matter if it would solve a problem. Artificial rules like that are just annoying in a game.
The problem is that most characters cannot punish the spam. That means a dodge just resets the fight and accomplish nothing.
A shield bash, shoulder charge, headbutt, leg sweep that does connect should have a big recovery, allowing for GB or a heavy attack.

Yes, you can dodge the shield-bash spam attacks, but that doesn't stop them from being annoying and unengaging to fight against. I always hate fighting Warlords, Conquerors and Valkyries these days, simply because it's always the same move combos over and over. For Warlord it's the headbutt and heavy attack/zone. For Conq' it's the heavy attack + slam combo. For Valk it's the knockdown charge followed by the legsweep.
Always the same moves, always a pain in the neck to fight against. The simple fact is that they're too effective for how easy they are to do. It's incredibly easy to instigate one of these combos, but getting the dodge timing right is a lot harder (or, if you have the misfortune of being anywhere near a wall, sometimes literally impossible) and it's almost impossible to avoid getting damaged by these combos. Once somebody gets one of these slam-spams going, it's very hard to actually punish them for it.
Too little risk, too much reward. Simple as that. A small cooldown would be a good fix.
