Not being funny but are we sure its a bug?
I say this because each weapon has a different audio level, even suppressed. If you check the stats of each weapon you will see the suppressed audio value on a slide chart and some weapons just DON'T suppress well.
For example the quietest weapons are the naturally subsonic types such as SMG's and Pistols and the worse are the highest velocity weapons such as the L115 (the noise value changes on the L115 even depending on the barrel type fitted - Standard or Long - as the Long barrel increases velocity).
Not saying its not a bug...BUT....it would be nice for someone from Ubisoft to advise.
On PS4, we sat and played with this issue. The SR-1 seemed to be biggest culprit. What we found was, if suppressor was equipped/unequipped in the field, it could be loud w suppresor, quiet wo. Though it was just not consistent one way or another. We learned that if silencer was equipped in gunsmith, and left alone in game, it worked as intended.

I can confirm this isn't an audio bug. I play wildlands with my room mate for almost 200 hrs long, and we try to play as stealthy as we can.
The bug seems happened after patch 2. Not sure if it is all weapons or what.. coz he used few snipers only. SR25, MK14 and G28.
When he put suppressor ON, on my screen I saw his wep suppressor OFF. And of coz the gun shot is Loud.

Was playing a couple days ago with my friend who was using the SR 25, most likely in the second primary slot (fairly certain his vest displayed the Assault rifle loudout and he rarely runs a sniper as the first primary) and were running the mission to steal Sueno's Bible. We were up on the mountain side back behind the all the buildings, relatively close to the sniper position up on the rocks, but a little further back and while he had a suppressor on his shots were not suppressed and were spooking some of the enemies in the building where the L85 is located. At that distance there should not have been any kind of enemy reaction to a suppressed shot.
We noticed enemies becoming alert after a shot, and to make sure it was his rifle (I've seen this issue come up before), I was using the 805 Bren with digital scope, we took turns firing a shot up into the air and the enemies again became spooked after his shot. Playing on xbox one, North American.
