Conq is not a counter for PK. PK is not a counter for Conq.
It's a skill match up. Every character match up is.
The game has some soft counters but there are no hard counters.
That said... there are high tier characters and low tier characters.
PK is one of the two members of the highest tier. Conqueror is not.
So yes, PKs tend to have a higher win rate over conquerors at the highest tiers of play. They tend to have a higher win rate over every other character except Warlord at the highest tier of play.
That said, Conq is only one tier behind PK. So the match-up isn't that lopsided.
When I was actively playing a lot I mained Conq and I beat a fair amount of PKs because I was a better player. But on the rare occasion that I lost a 1v1 it was very often to a PK. More often than any other class by a considerable margin.
I've backed off from playing the game considerably but recently I have been dabbling with the PK. I've been wrecking every conq I run into... because PK is a stronger character than conq and I know what the conq can do better than the guy across from me who is playing him. So I know exactly what the conq needs to do to punish PK. I also know exactly what the PK needs to do to punish the conq.
From a person who has played both sides... it's a lot easier to be the PK.
PK's offense is more potent and easier to pull off. And the difference between an assassin's defensive capabilities and a heavy's defensive capabilities is a smaller margin than you probably think.
Defending against the PK as any class stretches the capability of human reflexes.
IMO, that's something that should be addressed. But considering how little it costs to unlock a character and how little effort it takes to take a character to 108 gear score... it's really not that difficult to play the OP class until it gets nerfed (if indeed she does get her well deserved nerf) and then switch mains to the next flavor of the month.
The investment to take a character to its maximum potential is much smaller than a typical RPG's.
I cut my teeth on PK (got past level 20) as my first main and using the Warden now I do get some of the points people are making when it comes to light attack spam, I did that occasionally, though I like to think I mixed in other tactics like feinting, punishing whiffs when I dodge or deflect and using the heavy attack at the end of a dodge to punish people who lead only with heavies. The thing is that a lot of low level peacekeepers very much do spam light attacks, usually I manage to dodge away because I know a lot of the timing (and that is some of the answer there, I watch videos to all of the classes to try and learn their common moves), when they get you in a corner it is try to guess them.
Though I do find it amusing that quite recently most newbie peacekeepers (talking less than level 10) I have gone in against recently, once I escape their light attack spam and punish forward dash heavy with a crushing counterstrike tend to leave me facing a bot for the last couple of rounds.
I don't necessarily think the peacekeeper is overpowered all in all, I have had luck against them with a peacekeeper, a nobushi (their light attack spam beating a peacekeeper's light attack spam is an amusing way to cause rage quits) and then as I say the warden since by that time I had also had a few levels of valkyrie and I decided I didn't want to base my entire play around the next bleed opportunity. Against a good peacekeeper who uses the whole kit I have had some fun battles, at the same time, as someone who has been there and as someone who did it when I was lower level myself, I can see where some people are annoyed that they are getting beaten by a level five peacekeeper because they got caught in a corner or got drawn into a mixup game instead of rolling back. If anything, I would say increasing the time between light attacks, increasing the stamina cost or having them come in a little bit slower to punish spam might help a little.
And seriously, new peacekeepers out there, don't ragequit when someone breaks your light attack spam, it is annoying and doesn't help the reputation of the class and people maining them any. Best way to treat your go to combinations not working is to try something different, it was how I started learning more about it, when better players were punishing me when it was my only go to tactic.
As a PK you can't win with this community. No matter what you're a light spammer bad < inserteverythingelseinhere>. I play legit I get called names, I play trash I get called name, good day - must be a botter/light spammer bad day (my team) - Man you suck at PK we wanted a carry. Come to the forums and there are 25 threads saying the same thing. Are you sure you just dont know how to fight a good PK? /Rant
I know, I can never play an elimination match without the enemy calling me a bad PK that only spams. When I get revenge I spam the ZA 3/4 times in a row so people get away from me and all they have to do is put their guard to one side. Then they start complaining about me spamming that OP ZA even though I've obtained that revenge because of a 3v1. I play how I need to play. If someone tries to shield bash me I will do a side dash attack and I get called names for doing that. I do two light attacks in a row and I'm a spammer now, even though they spam GB on me and I keep attacking until they stop GB'ng me. Most people know what the stereotype PK is like. A light attack spammer, a so called zone attack abuser, a bug abuser that makes the enemy show 2 indicators, even though other classes have this too and it has survived 2 patches, so I think it's a mechanic. All you need to know is that we PKs get many preconceptions and if we play the way that counters the others strategy they call us abusers. This behaviour towards PKs that you've fought once or twice should stop. Every class is OP in it's own way and if you cannot beat the peacekeeper it's ok, since you can learn and after a while you can beat any PK that is the same skill as you. PK out.
Conqueror and Peacekeeper are closer match-up than most. Conqueror still has the advantage 100% that's just a fact. If you both know all the tech available to your characters the conqueror destroys peacekeeper and just about everyone else right now.
You don't ever swing if you haven't used shield bash on them if they know how to parry. You can attack if you know any of the soft feint abuse tech.
Here's some basic stuff that you don't even have to break the game to use:
1) Shield Bash is safe with little if any recovery time so just throw it out till you back them into a corner.
2) Once you trained them to dodge shield bash go for a guard break instead into a heavy.
3) Shield Bash > Light Attack > Heavy Attack > Shield Stance Cancel > Parry their parry attempt > Guard Break > Heavy Attack
4) Shield Bash into a wall = Guaranteed Heavy Attack into... that's right! Shield bash into heavy shield bash into heavy shield ba- oh he died... oops lol
5) Remember if you are fighting someone else in the Top Five, you can side step into Shield Bash this can help alot.
6) Enjoy eventually killing whoever you just cheesed to death.
7) If they try to run or decide they will just turtle as well, mix in your hump emote this will trigger them into responding 9 times of out 10.

As a PK main and Conqueror secondary, I can honestly say I have more issues against other PKs as a PK than I do on Conqueror. The turtle game works wonders against light attack spam and his interrupts/heavy block can easily punish light attack spammers. The only real safe opening on a Conqueror is to GB a chargeup, which you can "feint" into a CGB.
A good Conqueror can shut me down pretty hard on PK, and no other class gives me as much trouble (besides lawbringer, and PLEASE don't bring up Valkyrie) as a Conqueror simply because of the turtle/counter ability.
Only 4 heroes in the game can "technically" keep up with a Peacekeepers light attack / zone cancel, and even with 3 out of the 4 having a 6 frame guard switch speed (Valk,Warden,Kensei) they still are left with only a 0.35 fractions of a second to switch there guards in time to block, much less parry. Even the best of players playing these heroes simply cannot keep up with a Peacekeeper's light spam / zone cancel spam combo, and don't even get me started on the indicator glitch! Warlord has a slightly wider gap with a 5 fram guard switch but this 1 frame doesn't really make a big enough impact to change the outcome. If you (PK mains/sub/anyofyoulame****susingthisnubhero) are having issues fighting said "heroes with shields" then YOU are doing something VERY VERY wrong.
Trash players attempting to cheese with PK by spamming lights in the same direction over and over and spamming zone cancel over and over don't count lmao, and frankly most of you probably do this. I am referring to the actual "Good" players who will continue playing PK after she is eventually nerfed to the ground (witch she eventually will) These "Good" players who have mastered neutral mechanics are the ones that are impossible to beat unless you yourself are a better/more skillful player and using 1 of the 4 heroes mentioned above.
If your using any other hero (other than the 4 mentioned above) and you end up facing a PK player of equal or better skill, you WILL lose!
Guard Switch Speeds
do you know who the last For Glory Tournament winner was? right, a light attack spamming PK in a final vs Conq and the Conq abused every glitch/ mechanic like guard break cancel or light attack soft feints. the rest were warlords and wardens.
