"The fix", which I have addressed in other threads. Have rebels forces take territory previously occupied but cartel/Unidad and have them fight it out. You could provide support if requested. Once you complete the whole game, you would then have this ongoing struggle (unidad/remaining cartel vs rebels) across a massive map,. You could jump in solo/co-op at anytime. It would perfect endgame content.
I think the actual issue is people are so focused on "endgame content" nowadays that no one wants to take the time to enjoy the main game and instead rushes through to get to the end. Back in my day, when you beat a game that meant it was over and you either had to go outside or wait for the sequel, so I grew up taking my time with completion.

I agree the quick rush to the end, leaves you wanting more. I too enjoy taking my time. Wildlands is unique do to the large non-linear open world. Some days, I don't even work on mission completion and just run around griefing cartel/unidad.

can i just say I discovered something that makes exploring the map pretty nice... get in a dinghy and just sail around, find the mouth to a small inlet a go up it and see what you can find.. the view will be worth it in the end

That's awesome! My friend and I actually found a cave inlet from the ocean and did some attack on the cartel inside to gain one of the skill points or similar. It was beautiful!
