I see some of the gamers on my list have this under their active boosters. I am wondering how to get this.

the ubisoft app gives you one and the rewards on the ghjost recon gives you a boost with patch

The infinite (length) XP Boost gives you 5% Bonus XP. You get it from the Session Pass.
