I just got the G28 rifle and the scope, knowing how G28 scope has 2 scopes, a red dot and a 6x magnified scope, the 6x crosshair point of impact is about 1 Mil lower than what the cross hair is actually pointing at. The red dot's point of impact is spot on, but the 6x is much lower, resulting I have to elevate my shot way higher than it should be, issue experienced on PC.

Over what distance?

The game has fairly significant bullet drop which starts around 200-250m. May be lower depending on the gun and mods.

it doesn't matter about the distance, it will shoot low no matter what. basically, that scope is based of the POI of the red dot, but not the scope itself,I will make a video later.

i used the g28 scope to make my 603meter shot used the 3rd dot/line for that range but i have noticed a few scopes are off the markers from where they hit

The POI is going to be determined by elevation as well, shoooting uphill or downhill even slightly will change the POI, same as in real life. I think they did a wonderful job with this mechanic of the game. Shooting at 603m on 3'rd dot on level ground will be different than shooting uphill or downhill.

That's a damn nice shot. I tend to struggle about 300m

I had the same problem with that scope and compared with the M14

Equip a G28 rifle with the scope and a Laser. That makes it easier to understand.
