so i bought the game and installed it 2 days ago since then im not able to get into uplay anymore it always says A Ubisoft Service is not available at the moment. You can try again later or switch to offline mode. well i would actually like to be able to play the game and since i do only get that generic answer that just tells me that it doesnt work and i dont even get any hints towards a solution.

Just to confirm you have tried reinstalling the Uplay client, if not try downloading and installing from this link
After you have reinstalled the client try this.

1. Completely exit Uplay.
2. Right-click on the shortcut which you use to launch Uplay.
3. Select "Run as Administrator".

did do exactly that after doing all the steps you have listed i again get the exact same error as i had before

Уважаемый!
1) попробуй сбросить настройки брандмауэра ( FIREWALL DEFAULT SETTING )
2) отключи все прокси ( PROXY ALL OFF )
3) почисти реестр от мусора и ошибок ( clear register errors )
