I deleted my save and restarted a new character, however it appears you're unable to collect weapons or weapon parts on a new save, should you already have collected them on an old save which you've deleted.
At the first mission on the farm, there's a weapon part I cannot pick up. After flying the civilian you rescue to the safe area to complete the mission, there's a sniper rifle in the box I also cannot get. I can confirm it is NOT unlocked in my loadout already.

Yeah... I just started a new game and I'm also getting this bug... I didn't seems to have it in Ghost Mode though... But I stopped playing that after I was killed by two separate bugs...
Would be nice to have this sorted... As this is the first thing I do before the main story... Collecting parts...
