The reason why assassins can get out of the way faster than everyone else when they run out of stamina is because otherwise they're dead as soon as it happens.
For honor is different than Nioh or DkS on that way, stamina is a resource and kind of a boundary to infinite combo/vortex/pressure (as opposed to the 2 previous games I mentioned where being out of stamina is just something that shouldn't happen if you play well, running out of stamina in FH doesn't mean you played badly or made a mistake).
In fact this is part of the game (some characters even attack your stamina pool, imagine a PK who can't dash when she's exhausted vs a Warlord or a Conqueror. You take one vortex, one parry, you're dead...).
I agree that there should be more penalties on exhaustion. But it could open up a lot of more issues. Specially since it would increase the turtle/defensive meta.
Before this could even begin. Something would have to be done on the defensive meta game. and based on those results only then could some extra penalties apply.
I would give decreased movement speed and dash distance, can't GB but can CGB. Parry doesn't drain opponent stamina.
With that said. Even with the current defensive meta. Losing stamina is mostly on yourself rather than your opponent. The only few exceptions could be the heroes whose move set do drain a lot of stamina but outside of that proper stamina management is part of the basics of the game. If you fail at that, it doesn't what the meta is, it's still your fault.
