Any way I would recommend observing for the guard's patrol pattern and use a little more caution. It's better to let the guy go to a secluded area by himself
(and maybe "help" him with a diversion grenade or the noisemaker drone) rather than grabbing and taking him there yourself...
It's more the situations, where they hear you, but you already killed so many thats it's just him left. So no reason to restart a mission, where you just have to grab the guy and be done. But he shoots 24/7 and if you get shot, he literally shoots you down in that short 1 second you hold E (Because alerted)

Point is, if you have to get close to someone who has a gun, don't approach him openly from the front. you have other options.
- wait till he turns around or moves, then surprise him
- distract him
- use a flashbang
- supress him
- ...
As I mentioned above; you should work around this problem by not getting to it. Throw a frag or flash nade, use drone or whatever.
In case you don't even need to hide his body just bash him to hell with the F key. In any case, if you're playing on extreme then you just have to deal with a lot of dying,
even if not always logical.
As stated, it's best not to get into that situation, but since plans rarely survive first contact, I understand that's a poor argument. So, if solo, unlock and use a flashbang. If you're with friends, someone can flank around while the guy's shooting at someone else. There are solutions, even when things get messy--they just often get more difficult to execute.
You can use an EMP drone to disable the vehicle, and the VIP will stuck in his getaway trying to start the engine, and now you can walk up gently and grab him out of the car, and stow him in a whatever seat in a vehicle nearby, turn around and shoot down all enemies, and then grab the VIP out and start interrogate him.
