Yeah, I think once you enter a province you know who you're looking for, you just have to complete the intel missions to get those HVT's back to the area so you can take them out. For Ocoro as soon as I got to the safehouse Bowman told me who I was looking for and that the missions were to get them back to the province. Don't know if it's like that with every province.
