Last night while playing I was unable to use the "Investigate" function when you find intel. I would hold "E" and my character would make the motion for the investigation or hacking or conversation with a villager even, but no options would appear for me. My Character would hold his phone over the intel and just stand there until I hit escape, or he would just be staring at a computer screen, or pretty hilariously, just stare at the villager/person he initiated conversation with about the Cartel in a very long and awkward pause that I could stretch out for as long as I want.
I would qualify this as semi game breaking as the intel is a pretty big part of all the side quest things. Though I guess you could call it hard mode since I cant get any details on where things are available on the map lol.

This is a game critical feature that is not working.... I am unable to interrogate Lieutenants and unable to collect intel.... This needs to be fixed ASAP!!!!!

I would like to state that these are only workarounds (I can't confirm if it resolves the problem for me yet - I will try and report back later).
This is a real. dumb. problem. That should be fixed.
Ubisoft decided to break out what you could trim from the interface for difficulty reason - a super cool option. However, the execution is deeply flawed (if my choice is the problem - again, i still need to check when I get home). Just break it all out, if people want to customize it that deeply they will be willing to go through all the options to do it. For real. Let us play the game the way we want!

I had this problem as well, but I just did some troubleshooting and it seems that you need to have "Notifications" shown on the HUD for the Intel-choices to come up! O.o

Sorry about this confusion.
If you are playing with your HUD disabled, you'll need to enable Notifications and Input Reminders options to be able to choose the different type of intel you'd like to receive when investigating.
This should solve the issue.
