As soon as I run the game and the first screen pops up the game starts to stutter video and audio, Its so bad even in the menus I can't even create a character.

Its totally unplayable

Game ran perfect in CBT and OBT.

I'm having the same issue.
I'm getting no more than 25fps (or so it says) but it looks and sounds like way less.

I have 2 GTX 970s in SLI, Intel 4790k OC'd to 4.8ghz, 16gb of DDR3 ram, and the game is saved to a Samsung 850 EVO SSD. This should be more than sufficient to run this game.
If this is not resolved ASAP I want a refund as the game is unplayable currently.

Seeing the same thing, the only thing that fixed it for me was turning off controller support &/or removing my controller. This was not an issue in the Open Beta, so I'm not sure why it's all of a sudden an issue now...

Yep, removing the controller/joystick fixed my choppy play and low FPS.
