Getting a GB should be hard, since it can often give a clean kill from environmental or at least a free attack.
We should have to work to get a GB, just like we cannot just throw out a random heavy attack and expect the opponent to struggle with blocking it.
Balance after patch is fine. Getting an obvious GB is very hard and won't happend against a good player.

Meppho is correct in saying "listen for the GB". You are suppose to counter the instant the hit of the GB sounds starts.
you could also be suffering from the same ailment as me. I tend to dodge before getting GBed. If you are GBed BEFORE your dodge animation has finished, you CANNOT counter the GB. Being a Warlord main, my dodge animation takes as long as a girlfriend getting ready to go out, so its a bad idea for me to be dodging recklessly.
But my other problem is latency. Being an African, I have to use a VPN to be able to find games. Now my ping is 280-320. Most of the game works "OK", but I'm having trouble countering Guardbreaks. I probably only succeed 20% of the time, where my opponents get it 80% of the time. This kinda forces me to play differently that I would like to, but nothing I can do against that.
The way I know latency is an issue is by playing singpleayer and training. In there I have a much better record at counter guardbreaking.
Anyway, /rant.
But seriously, just search online for "how to counter guardbreak". For me it was literally the first video coming up. It shows you how ot listen for the point to counter guardbreak.

Great idea. Buffing I-win buttons does not work.
Guard breaking is not a problem for top tier players and it will not be a problem for them, even if you shorten the time window. They have the skills to adapt.
Not being able to counter guard break is a problem for the majority of players - especially on console (frame rate + ergonomics). Another problem is, the lottery game, when two players want to guard break at the same time.
The fix is needed - period.
