My understanding of the current matchmaking setup is that first the game hunts in Nat and country, then it goes to the Soft parameters of connection quality and secondly Skill level.

What does skill level in this case mean. My confusion comes as a new player to the game, my highest ranks are all under 10, and yet I'm consistently matched with players in there 4th prestige with gear over level 100.

If Gear wasn't a factor this probably wouldn't be the biggest issue, I enjoy a challenging fight and prefer to learn from better players but when someone of the same class as you can move at twice your speed or gains revenge 100% faster than you or any of the other benefits of really good gear in comparison to your own. I don't feel that i'm being matched with someone at the same Tier of game play as myself

Does anyone know how skill is calculated, especially considering that your matched before picking the character your playing. I mean I guess if those gear level 108 players have 11 level 1 characters with no gear on then maybe the 4 prestige tiers of levels they have on there toon vs my level 8 Kensai is a much closer match up?

Not all game modes take gear into consideration. Play the modes that doesn't and learn your class of choice.

I appreciate the logic to that, but most game modes take gear into account, and in order to get more gear myself completing orders is important which generally means being able to play all game modes.

How many heroes you have at 10 ?

Consider that your account level is the sum of all heroes level and dont the hightest

if u have all heroes at 10 u are like an account with only a 6 prestige hero

I considered that also, but my total level if all characters are combined is still under 20. so if they do have only one prestige 4 that means they are at least 60 levels ahead of my whole account.
