The is an existing issue that I submitted yesterday, that involves the Support Station and the Recover Link.
I have noticed today... Especially on Napalm Production Site (Legendary) That is you stack revive skills the following bugs will occure
1. If two skills are stacked.
- The person who goes down can only be revived by the agent who's used their skill last.
- Example
* agent 1: goes down
* agent 2: places support station
* agent 3: shoots the agent 1 with a defibrillator
- One of two things will happen
- result 1: Agent 1 will be revived, and next time agent1 goes down, agent 1 can only be revived by agent 3.
- result 2: Agent 1 is not revived. Only agent 3 must find his way to agent 1, in order to revive him/her.
2. If three skills are stacked, and the downed agent's skill is part of the stack.
- If the agent going down did not use his/her own skill to revive themselves, then refer back to #1
- The person who goes down can only be revived by the agent who's used their skill last.
- Example
* agent 1: goes down, while immediately deploying his/her Life Support station.
* Before the station is fully deployed.
* agent 2: shoots the agent 1 with a defibrillator
* agent 3: uses their Recovery Link.
* agent 1's support station finally deploys.
- One of two things will happen
- result 1: Agent 1 will be revived, If agent 1 goes down again, agent 1 is no longer revive-able, except by him/her self. the agent may not continue the game, until the quit the game and re load back into the session.
- result 2: Agent 1 is not revived. and agent one may not continue the game, until the quit the game and re load back into the session.
You honestly have to do At the beginning, in that ally way on napalm. Otherwise, like you said, too much is going on.
Just pick up the Agro. Kill all but one shot gunner,
Keep each other a live, but create a revive strategy, that should trigger the bug.
NOTE: if your revive station is not working, try reviving each person manually. There is a good chance, you are the absent that needs to res them.

This workaround will work, only if at the very beginning, all the players understand the stategy.
Strategy name: Player Support.
If some one goes down. And cannot be resed,
MIC Only
- say "I need manual"
PC ONLY
- in group chat, type "RES".
No MIC no Chat
- all players must be attentive to each revive.
Each player should then work there way to try and revive the player.
If the player is not revivable.
Either say, or chat. "I am going to dashboard"
The in revivable play must quit the game and load back in. It should put you back with the same party.
MIC Only
- say "I need to dashboard"
PC ONLY
- in group chat, type "dashboard or DB".
No MIC no Chat
- if all agents understand the stray. Then they will know what it means when you disconnect.
NOTE: eleminate RISK.
If your character is able to move, or your character is not doing the revive animation.
YOU ARE NOT ABLE TO REVIVE.
Don't sit there and wait for the health bar to load.
Stay there and provide cover fire, for the rest of the agents to give it a try.
The Recovery link in most cases will revive anybody, with the exception to immunity.
However, the revived player will still need to be manually revived, if they go down again.
There's a bigger bug with support stations because I have a similar issue but without having multiple stations down. Sometimes I'll find that my support station ignores the fact that I'm holding F to revive myself, other times the game ignores that I'm trying to revive another player who's within range of a support station, and before you ask no he's not already in the process of reviving himself. AFAIK this has only started for me with 1.6
