I have seen a lot of people running in circles in dominion matches and idk if their game is broken. Someone said they are farming but i dont understand how if you need to play the game to do so. Can anyone explain exactly what they are doing, im kinda lost.

My experience in that is that they have spotted you from a distance and is trying to approach you in a circle. If you have not spotted them, they will come up right behind you and get a few free strikes before you can react.

Normally I will just lock them down and stand in the sea of foot soldiers. Once they come into range, I will just zone attack them through the sea of foot soldiers with my Shugoki.
