This is what I finally did to unlock Tunnel Rat...

made a random task force on GRN, click - under Ghost Profile - My Task Force, then clicked through all the tabs on the Task Force tab, finally unlocked it. Did not need to link socials or anything.

I have done that too, but I haven't been able to unlock it either. Even went through the news about GRN and logged in, without that helping.

Edit: I got it unlocked now. With the new app update, go to news & community and press > till you get to Task Force. Click your Task Force and press Go To Task Force Calendar. I pressed View Task Force Profile Page too, just to be sure.

Even that didnt unlock it for me... Ugh... Ubisoft pls.

Been to all the links and pages through the app, nothing wants to unlock mobile headquarters for me

Got it done. Grabbed an iPhone to do it, Android didn't work

Have you completed the social network side of things? I found just adding my Twitter URL completed everything

Unlocked it in my own TaskForce as Leader, didnt tested it as Member but I think you hav to be atleast Officer to do that cause otherwise every new Member could mess the whole thing ;P.
You can just leave your TaskForce, create one, edit, delete and then rejoin your origin TaskForce.

The Link works for me and friends, tested. GRN often bugs lately. You can search for "WildBugs" or you tell me your Profile so I can Invite you.
