The answer vs orochi is to play defensive. Oroshi is a good counter-attacker but is terrible at initating fights.
You have to get better at counter-GB, it is really not hard (at least on PC, but should be doable with a controller). Being at close range doesn't change anything, except you panicking.
If you are fighting a dodge-happy oroshi, just use feints into parry (if he attacks during the dodge) or into GB (if he only dodges - he can't counter GB during a dodge).
Once you master that, the oroshi's only way to Attack is... top-light and zone Attack. Everything else is too slow and can be parried or blocked. Keep your guard top, and be ready to defend the zone. If he uses zone, remember that he'll be very low on stamina. One parry and you make him bite the dust.
I enjoy fighting them, it's a lot of feint and mindgames, because they have no safe way to Attack you, but if you fail your Attack he'll punish you hard. I actually tried playing him this week and it's loads of fun. But his offensive toolkit is very limited and I got most of my damages out of ennemies mistakes.
