As some have stated earlier in the thread, some cases can be fixed by selecting it for purchase. It will then say you own it and it will continue to install, no charge.
If that doesn't work, please check the My Games and Apps section and double check it shows as installed.
If the problem continues, but shows as installed in my games, try a hard reset of the console.
Do so by holding the Xbox button for about 10 seconds. It will make a different sound tone and power down.
Please update us here if none of these options have resolved this and we can further investigate.
Matt, I have tried all of this a few times. But I am trying it again after just leaving the xbox off for the night. I currently have wiped all signs of The Division for my xbox and did a hard reboot and even unplugged for a couple minutes then plugged it back in. It's currently reinstalling just the base game right now. I will post an update on this try when I have one.
Matt, and again, thank you for what you do for this community. Your constant help and support is helping me not get too upset over this as **** happens.

Note, I am a*Season Pass holder, and all DLC works fine, except LS. Also, I have a*support ticket open, so they have all the screen shots
Uninstall DLC
Uninstall all add-ons
Uninstall game
(18 items)
Cleared X1 cache (pull power for 2mins - i did 5mins!)
Re-download the game all DLC + Season Pass (18 items)
Restart X1
Power back on
Play game
See the 1.6 welcome screen
go to HUB, LS is marked as "OFFLINE - download DLC"
DLC is there and installed when*i opt*to "Manage game"
Now here's the funky thing - i tried this on another X1 (I have 4!) and guess what?? Exact same error!
